The Masterplanning Process
AMP Capital Shopping Centres, Willoughby City Council and community representatives are working to prepare a draft Master Plan for Northbridge Plaza and the adjoining Council car park.
The draft Master Plan may include further retail, residential and community facilities as part of an improved Northbridge Plaza and Council car park.
There are three stages to this process and the community will be consulted during the entire process.
The first stage started late in 2007 and involves looking at the site in detail to identify the opportunities and constraints on future development.
In the second stage, possible design options will be developed and reviewed.
In the third and final stage, a proposed Master Plan aiming to balance all of the social, environmental and economic needs will be prepared and put on public exhibition. It will then be sent to Council for final approval.
Two groups have been formed by Willoughby City Council to undertake the process.
A Technical Working Group is researching key issues such as traffic, parking, environmental sustainability and urban design with the help of specialist consultants. The Group’s members come from Willoughby City Council, AMP Capital Shopping Centres and the Northbridge community.
The Technical Working Group members include:
* Greg Woodhams, Environmental Services Director, Willoughby City Council, (Chairman)
* Linda McClure, Strategic Planning Manager, Willoughby City Council
* Jeff Ellis, Economic Development Manager, Willoughby City Council
* Jane Hosie, Strategic Planner, Willoughby City Council
* Helen Deegan, Property Development Manager, AMP Capital Shopping Centres
* Tim Blythe, Director Urbis, AMP Capital Shopping Centres’ planning representative
* Mark Monk, Willoughby Residents Against Plaza Over Development
* Russell Hand, BBC Consulting Planners, consultant for Northbridge Progress Association
A Reference Committee is guiding the Technical Working Group on aspects such as community consultation and the findings of the specialist research. The Committee is independently chaired and represents a range of stakeholders including residents, retailers, local Councillors and AMP Capital Shopping Centres.
Positions on both the Reference Committee and Technical Working Group are voluntary, with the community representatives chosen through public selection process.
This stage-by-stage process means that the community will be able to consider a range of well researched and costed options for the future of Northbridge Plaza and the adjoining Council car park before the preferred Master Plan is prepared, exhibited and sent to Council for approval.
